The file you are looking for is installed as a standard component of CAESAR II, and is supposed to reside in the program directory.

If the "coade85.dll" file has been accidentally deleted, reinstall the software (since this file changes with version).

If you put "a_scan.exe" in your CAESAR II program directory, it should run fine.
