It seems you are on base v.12. This was addressed in v.12 SP2 patch.

https://smartcommunity.hexagonppm.com/), select "I am a new user" option and fill out the form. You will be contacted with login credentials or the CRM group requesting more information. Once you login, navigate to Downloads --> CAESAR II --> Service Packs and Fixes --> Current Version Updates --> CAESAR II v.12.
Kindly note that base version needs to be installed first before applying any service pack update.
