Our software does not provide the analysis of jacketed vessel with rings that connect the jacket to the shell. However, the analysis is very simple. Please refer to ASME VIII Division 1, Appendix 9 which gives full details on the design procedure. The attachment rings are considered as 'points of support' when analysing the inner vessel subject to the pressure in the jacket which is an external pressure as far as the inner chamber is concerned.
