That behavior is indicative of a missing DLL.

When you say the "installation does not function", what was the problem, was there an error message, if so what was it?

What is a "user installation"?

If someone copied a CAESAR II installation from another computer to your Windows 7 machine, there is a good change you're missing some prerequisites, which are only put on the machine by the Installer if "it" decides you need them. This isn't what happened is it?
