The DLLs aren't registered.

Assuming you have "Admin Rights", navigate to the CAESAR II program directory and double-click on the "netuserc2.bat" file.

If you're running Vista or Win7, to do this properly you'll have to open a "command prompt" using "Run as Administrator", then navigate to the directory and invoke the batch file.
