This should work:

1) Open a "command prompt".
2) Navigate to the directory containing the "cii" files.
3) Invoke "iecho.exe" with the name of the "cii" file as an argument:

"c:\program files\coade, inc.\caesar ii 5.20\iecho.exe" "file1.cii"
