No CAESAR II will not set the number of cycles, the software has no way of knowing what this should be.

I presume you're asking so that the "cyclic reduction factor (f)" can be set? On the Allowable Stress dialog you have fields for (f), which you would obtain from your Code based on the number of cycles. Recently B31.1 and B31.3 removed the table and have provided an equation to compute (f) based on the number of cycles. So on the Allowable Stress dialog you can input (f) directly, or for those Codes, you can input the number of cycles and CAESAR II will compute (f). Either way you have to know the number of cycles.
