If there are no values in the contract, in the specification or you cannot talk to the vessel designer and your project manager doesn't get the info from the customer then I would try to find "generally used" values from some company standard or similar source you consider reliable. Then I would include those limits/actual max values into the stress report and notify the customer officially what values are used.
