If you're talking about F/A, then "A" is the metal area and both the ID and the OD are used to determine this.

If you're talking about the longitudinal pressure stress, you can find this equation in the Quick Reference Guide:

Slp = P x Di^2 / ( Do^2 - Di^2 )

So again, both ID and OD are used.
