The Global Element Force Report actually gives you the nodal forces that you are looking for. If the same node is shared by two elements then the results will be equal in magnitude and opposite in sign unless a restraint or more elements are involved. To maintain static equilibrium the sum of the forces and moments for each degree of freedom must total zero and the restraint loads figure into this summation.

All input and output in Caesar II takes place at nodes, not elements. This is true even for weight, uniform loads, wind and wave loads, etc., where the total elemental force is split equally between the two nodes defining the element.
