Hi All,
I have a flange which has raised face OD greater than the diameter of the thicker part of the Hub. Face OD is 553mm and Hub thicker part diameter is 431mm. Flange OD is 627mm and BCD is 585. Please see the image attached herewith.
The question is that in this case it is justified to take the flange thickness as thickness at the raised face?
Some argue that since the stresses are calculated at the corner on the hub therefore it is justified to include the face dimension in the flange thickness.

The flange is part of the heat exchanger designed in 1974. It failing the calculation with the thickness not including the face dimension. I have used the allowable stress from 1974 ASME code.
