While using Caesar for EN1591 flange check, there is no input requirement for bolt tightening torque.
any reason for this or the code not asking for this?

The bolting torque is defined by the bolt-up method: eps = 0.1 + 0.5 * Mu. There is "help text" on each of the input fields that will explain this further.
