I am running a CAESAR II analysis for an operational case.

I am running into an issue where there are no stress values shown in the stress report for the flanges, has anyone seen this before?

There are local element forces on the flanges so I would expect there to be stresses. has anyone seen this before?

Stresses are not computed on rigid elements because in general the cross-section is not known and usually not uniform. CAESAR II uses 3D-Beam elements for analysis - think of an infinitely thin stick. The represents all elements. Areas and inertias are determined based on the diameter and wall thickness entered, and are assumed constant through the length of the element.

If you want to perform a Section VIII Div 1 Appendix 2 flanges (stress) evaluation, you can find a module to do that from the "Analysis" ribbon.

If you are talking about Flange Peq, you have to go to the Load Case Editor and to specify the applicable temperature in the Flange Analysis Temperature column.

The Caesar manuals may be a good source of information for you. Also some quick information you may find by going in the cell and press F1.

I have selected the applicable temperature in the load case editor, still flange check report shows no data.

Back in the Piping Input, bring up the "Special Execution Parameters" dialog and verify that the option to "print forces/moments on rigids" is checked.
