PV Elite 2006 does not take skirt external corrosion allowance it to consideration while designing the skirt.

I do not believe this is completely accurate. PV Elite accounts for external corrosion of all elements when computing the section modulus and metal areas for the axial stress calculations. Some calculations for weld sizes at the skirt base may result in slightly higher values where the skirt is not corroded externally. However, these issues will be resolved in a future build or version.
