You may go to
https://smartsupport1.intergraph.com/ and select I am a new User and fill out the form. You will be contacted with login credentials or the CRM group requesting more information. Once you get the credentials, login in and select File a SR and follow the prompts.
Alternatively, you may just email in the your regional support and ask for help. They will get you a Service Request filed and help you get access to Smart Support. Based on your location the email would be ppm-info-uk@intergraph.com
