I would appreciate any help regarding how to crearte an interface to migrate piping data from PDMS to Caesar II.

I suggest you work on transferring the data to CADWorx, instead of directly to CAESAR II, it is much easier.
You can read about how we did it at Shedden Uhde in Melbourne, Australia
in COADE Mechanical Engineering News Vol. 25, June 1998 article with the title GENESIS OF PDMS TO CAESAR II TRANSFER TOOL.
Use the search option above and type in the keyword PDMS to find Data Transfer from PDS & PDMS to CAESAR II.

Once you have this transfer working there would be noting else to worry about because CADWorx to CAESAR II interface works quite well and the fact that it is bi-directional is a real bonus.
For example checking of piping design alterations could be done quite easy and economically if you had both interfaces (PDMS to CADWorx and CAESAR II to CADWorx). You could bring into CADWorx the analysed file from CAESAR II and on the top of it in different colour the current file from PDMS model. The differences would become obvious right away, and those requiring attention, identified instantly.

Best of luck with your endeavours

You can also contact the UK office of CADCENTRE and inquire about the CAESAR II neutral file generator they developed. Once you have created the neutral file, CAESAR II can read it in from the "\tools\external interfaces" menu.

The CAESAR II manual explains how to develop or create a neutral file, although this may take you to the programming side of PDMS, I mean you may need to program in PML or Query. The CADWorx-CAESAR II bidirectional link is another option and it may give you more options to your Flexibility works because you will get an stress isometric with Input and output information you can get directly from the CAESAR II process. cool
