B31.3 302.2.4.f.2 reads as follows:
When the variation is self-limiting (e.g., due to a pressure-relieving event), and lasts no more than 50 h at any one time and not more than 5000 h/y, it is permissible to exceed the pressure rating or the allowable stress for pressure design at the temperature of the increased condition by not more than 20%.
Should this be interpreted as needing to alter the Occasional Load Factor in relief cases where we believe the overpressure exceeds MAWP by less than 20%? In my mind, no, as the code specifies "allowable stress for
pressure design," and not "
flexibility design," however, I have doubts.
