B31.3 302.2.4.f.2 reads as follows:

When the variation is self-limiting (e.g., due to a pressure-relieving event), and lasts no more than 50 h at any one time and not more than 5000 h/y, it is permissible to exceed the pressure rating or the allowable stress for pressure design at the temperature of the increased condition by not more than 20%.


Should this be interpreted as needing to alter the Occasional Load Factor in relief cases where we believe the overpressure exceeds MAWP by less than 20%? In my mind, no, as the code specifies "allowable stress for pressure design," and not "flexibility design," however, I have doubts.

Thoughts?

The variations here are used to set your design pressure. Design pressure is used to set wall thickness (or component class). This pressure is not referenced in your flexibility calculations.
I agree with your conclusion, these pressure variations do not affect your "occasional load factor" in CAESAR II.
