There appears to be no section designated to account for inspection holes in the skirt. With holes present, the mechanical properties of the skirt changes depending on their location (i.e. for bending and axial compression). What would be the standard practice to account for this withiin the Coade Program.

Dear Sir,

You are correct. At this time we do not have a calculation for large openings in skirts. The German pressure vessel Code AD-Merkblatter does address this issue. The rules are found in section S 3/1 of the Code. Essentially it states you must perform a stress analysis of the areas near and through the cut out.

Unfortunately the commonly available pressure vessel design books do not seem to address this.
