For revamp PJ, in case thickness measurement of existing lines required for stress calculation, so what are critical points should be considered to measure?

I would personally be most concerned at locations of high stresses. E.G. locations with SIFs. If more specificity is required, then I would aim for expansion loops and small branch connections (but not, say, high point vents, low point drains), or locations of imbalanced pipe configuration.

If the plant has just been operating for 8 years, is it really critical to measure the thickness of exisitng lines?

Since the temperature is quite high and will be increased with new condition when modified, I feel the measurement is required.

However, I'm looking for other oppinions from forum.

You have not detailed any process or material conditions. However, for general corrosion thinning, top and bottom regions in horizontal pipe are a worth a look. If there is any possibility of erosion, reducers tees and elbows should be checked. Any electrolytic fluid problems would suggest checking of welds and dis-similar metal joints.
