1) Make sure it isn't running "minimized" in the taskbar.
2) Check TaskManager to see if C2Config.exe is running - if so kill the process and try again.
3) In Windows Explorer navigate to the \ProgramFolder and run "netuserc2.bat" to re-register all of the DLLs. (Note you'll need "Admin" rights for this to work.)
4) If all these ideas fail then restart Windows and try 1-3 again.
5) If you still have problems get your IT group involved - I suspect a .Net3.5 issue.
