Unfortunately many "wind codes/standards" have been written for buildings. This is the case with the Standard you have selected.

The value you are questioning represents the total building height, and is used in the wind force equations. I suggest you use the maximum height of the piping system unless you receive better advice.

I have the same question as you, when the value of "total wind height" is taken low, such as 5m,the force of the constraint point will be very great.
