The last step in a proper CAESAR II installation is the creation of the default caesar.cfg file. This file is placed in the SYSTEM folder and is the seed file for any CAESAR II startup in any folder that does not have that file present. I have seen several instances where the user (or IT department) somehow "finish" the installation without the creation of this initial cfg file.
From the Main Menu, open configuration and save the settings. This will place a cfg file in your current folder and you should be good to go.
I suggest you generate a cfg file in the SYSTEM folder or copy the one you have here over there.
