Why is PV-Elite not performing calculations for Shell/Dished Heads as per Clause 4.3.10 of ASME Sec VIII Div 2 for combined loadings?

To add, PV-Elite is performing calculations as per Clause 4.3.10 for Vertical vessels only. For Horizontal vessels, no such calculations are performed. Sec VIII Div 2 nowhere specifies that clause 4.3.10 is applicable for vertical vessels only. In what manner then is PV-Elite adhering to Table 4.1.2 for Design Load combinations.
