Yes.

For WRC-297, the pad thickness is added to the vessel shell thickness, before determining the coefficients or interpolating from the figures.

In API-650, one set of curves assumes no reinforcement, the other set of curves assumes a pad equal in thickness to the shell thickness.

It seems right to be conservative by adding reinf pad thickness to vessel thickness for arriving at WRC-297 nozzle stiffness - a bit higher stiffness than in reality or more realistic FEA simulation, may result.
