I have following requirement in client's shell & tube heat exchanger specification.

"Where the internals are designed for design pressure on one side with full vacuum on the otherside, the test pressures tube or shellside shall be calculated to test the internals at least to their full design pressure (including vacuum) times the Code factors."

Please let me know your intrepretation of above requirement & its design impact.
