Open Discharge PSV system with 90 deg elbow at outlet end

Dear all,
Open Discharge PSV system for Gas / Steam Service with discharge pipe with 90 deg elbow at the outlet end to atm.
Point of Discharge is ‘C’
Please refer the attached sketch.
The forces to be considered in static analysis in pop up condition
1) F1 & F2
2) Shall we consider the cancelling effect of F3
Somebody please clarify.

Normally a PSV venting to atmosphere points straight up with no elbow.
- Who said you needed an elbow there?
- What is the purpose of the elbow at the outlet?

F1 and F3 cancel except for an out of balance initially, which might be instant enough to ignore.
F1 and F2 are real sustained forces

This ("Elbow is added in the project") only answers the "When"
It does not answer the "Who" added it or "Why" it was added.
