Please clarify the relation between UG-23(d) footnote-12 & Global scalar factor (wind/seismic).

UG-23(d) footnote 12 highlights an equivalence between an increase in allowable stress (when earthquake or wind loading is considered in combination with other loads and pressure) vs reduction factors in combinations.
Generally speaking, "combinations" of loads (with reductions factors) are intend to be more flexible in describing the real phenomenon, however in simple cases the methodology is fully equivalent with increase factors applied to allowable stress.

In fact, would you enlarge your query on what kind of clarifications do you need?
