A client is specifing wind pressure distribution through the attached formula.
I think that something is not working (try substituting 16m in the second formula, and you'll get 18000Pa for the wind pressure, which is not reasonable at all).

Are these formulae coming from some guideline, some engineering book or so on?
I'm asking this because I think simply that someone copied it in the wrong way....

A late answer, activated by a "wind" thread in TANK: no, I'm not able to recognize these formulas, but I can speculate on them.

Your Client formulas appear to consider the wind reference at 16 m (the common value is 10 m or 30 ft). Over the reference elevation value it is widely accepted a wind velocity profile law (a self-similar profile) with an exponent of 1/7. Transformed in pressure that means a rule of 2/7=1/3.5.
I guess your Client rule was intended to be a power of 1/4, so there should be H^(1/4) i.e. the fourth root of H. Exactly as you said "someone copied it in the wrong way".

This solve also your remark, both formulas give the same pressure at 16 m elevation.

As a reference, your Client figure is about 40 psf as wind pressure@10m, so nothing special- I would consider.
