1) No, all CAESAR II will give you is the reactions that are applied to the connections as a result of the loads (temperatures and pressures) that you apply to the system.
2) You should give the Structural Group the reaction loads you compute, and let them decide any limits or pass/fail state. If they don't like something, they'll come back to you.
3) Someone (structural, equipment designer) must give you some indication regarding the stiffness of the connections. If you don't have this, assume a rigid anchor. This will result in larger reaction loads, but you're conservative.
