As Per Table 4.1.2 Of ASME Sec VIII Div2 Ed.2010, A multiplication factor of 0.7 is applied for Earthquake load(EQ). Can we use this provision for all Seiscmic code like UBC, IS etc or it can be only used if seismic is as per ASCE.

In my opinion, ASME doenot clearly state about other seismic codes. But all seismic codes specify provision of either increase in allowable stress or load reduction factor, which should be taken into consideration. Also, if nothing is specified, then User's Design Specification shall cite the Standard to be applied and provide suitable load factors if different from ASCE/SEI 7-10.

My query if UDS has note that "20% higher allowable stresses can be used in case of seismic loading", still can use use this as it will not be as per ASME table 4.1.2.

You can either use higher allowable stress, or load reduction factor. In this case load reduction factor is specified by code, hence cannot use higher allowable stress. Also refer to seismic code, and follow load combinations given in seismic code if more stringent. If you are following stringent of both, then you are safe in all cases.
