In ASME B31.3 it is stated that,

"A displacement stress range greater than that permitted
by para. 302.3.5(d) may be allowable if due consideration
is given to avoidance of excessive localized strain and
end reactions."

My question is that what is the limit for the excessive localised strain & end reaction with reference to above statement & upto what extend the allowable stresses can be incresed by limiting the end recations & localised excessive strain.

I think there is no setting in caesar for this issue. Note that is only valid for 319.2.1 (c)

The paragraph you site addresses movement due to earth settlement. Since it is not cyclic, the fatigue limits asssociated with the expansion stress range limit need not apply. That's all that is said here. There is no limit to this strain due to earth settlement. But we can assume that yielding will take place and once that happens, I doubt you'll be able to build a proper analytical model in the design phase of your project.
That said, I believe the nuclear people put a limit of 3Sh on this sort of stress.
