ASME limits the local membrane stresses to 1.5S to avoide local collapse at discontinuities. This is applicable to normal design case, where the allowable stress has got factor of safety over yield.
But during the hydrotest, where, the primary membrane stresses are already at 0.9Yield, what is the guideline to limit the local stresses to avoid the local collapse, especially when the vessel is very thin?
