After you obtain the buried model, insert anchor restraint where you want. After, not before.

First insert Anchor Blocks on node number for unburied model run CAESAR II will shows result for buried model, Check Hoop stress.

you should make buried file and then insert anchor restraint in anchor block zone (for example 1 m^3) and then run your file. every restraint in unburied model will be removed in buried model, so if you want to consider anchor block you should insert restraint after buried.
