I know SIF when D/t>100 is out of the scope of B31.3's appendix D. Is there any litterature on this particular case or is FEA the only way of verifying Caesar II's SIFs?

1) FEA as you noted above, or
2) Contact the vendor of the fitting - perhaps they have some test data ...
