There is a mismatch between the values listed in the table Y-1 and Caesar values for 150 F. For example: SA-105 ASME Sec. II - 36 ksi at 100 F 33.8 ksi at 150 F 33 ksi at 200 F
Caesar 34.5 ksi at 150 F(interpolation of 100F and 200F values)

The allowables in the CAESAR II database come from the specific Piping Codes (B31.1, B31.3, etc), not ASME Sec II. Additionally, the Piping Codes change (some) material data with every addendum and edition. So, a specific Version of CAESAR II matches specific editions of the Codes.

That paragraph discusses flange evaluation - it provides and equation to compute a stress with a limit of Sy. If you don't like the Sy in the database, change it. As I said above, a specific version of CAESAR II contains data from specific versions of the piping codes.
