No a floating roof cannot be approximated as a cone roof. TANK does not address floating roofs - all such designs are proprietary.

But the design of the tank body and conical roof would take place after the calculation of the floating roof apart.

I cannot speak to floating roof design.

Is referring your question to tanks with an internal floating roof and a fixed roof at the top of the tank shell- as described in API 650, Appendix H- INTERNAL FLOATING ROOFS?

If the answer is "yes", you may think that there is a the supplementary pressure due to increasing in height level (due to floating roof existence) which is equivalent to the weight of floating roof reported to the bottom surface.
