The stiffener ring allowable stress won't drop even the vessel was subjected to high temperature. Consequently, the hyrostatic test had appeared in the report will be 1.3 * MAWP * 1.
Other word to say, if you have a stiffenering on your model, the stress ratio for HT calculation will be 1.

Please clarify this.
