I know that Caesar II don't calculate the vacuum but it calculating jacketed pipe. In case of core pressure is less then the jacket pressure how Caesar II is calculating the core? in this case it's like there is vacuum inside the core.

The piping codes do not addres vaccuum. If you try to run with a "negative pressure", CAESAR II uses the absolute value when determining the longitudinal pressure stress.
