Is it typical to find an open PSV for a water system? I have not seen this application lately and I was wondering if calculating the discharge forces would be the same as for a gas system?

Check out compressible / incompressible fluid mechanics. Liquid flow through PSV's is normally dealt with by considering simple change of momentum.
