CAESAR II takes the maximum temperature while calculating the wind load allowable stresses. But idealy it should take the temperature for which the user defines wind load case.

Allowable for wind is = 1.33 x Sh X eff

Here Sh = Hot stress allowable at maximum temperature for the
given displacement cycle.

Please clarify the point.
