I believe there are two different issues here:
First, a later version of the HASP drivers (later than what is on the CAESAR II DVD) is already installed on this machine. SafeNet (Aladdin) is letting you know that the CAESAR II installation didn't overwrite these newer drivers. They probably shouldn't be throwing out that error code, since up to this point, everythig is ok.
Second, the issue with the run-time environment indicates that the driver, while installed, isn't loaded and running. I've encountered this occasionally depending on the security (anti-virus, fire-walls, etc) software running on the machine. Go to "Services" (from Control Panel), find the entry for "Sentinel HASP License Manager" and start it. If this problem occurs frequently then go back to this service and on the "Recovery" tab, set all three restart settings to 1 minute.
