Figure 5-21 mentions Pipe location from top of Bottom Plate of Sump shall be 1 pipe diameter. Will it be Pipe outside diameter, inside diameter or nominal Diameter

Example:
4" Diameter
Inside diameter 102mm
Outside diameter 114mm
Nominal Diameter 100mm

I suggest you phrase your question with full details for the sake of other forum users. I presume you are referring to API 650 Figure 5-21.

Figure 5-21 is the erection or fabrication procedure. If a hole is cut into the shell to accommodate the nozzle, the outside diameter plus some clearance would be needed for the hole size. That figure does not make specific reference to any pipe size. In the case of a 100 DN pipe, the hole diameter would be in the region of 120 mm (or thereabouts).

You are taling about hole diameter in Shell.

But I am referring to the Pipe location in the Sump. Clearance between bottom of pipe & Sump plate mentioned is Pipe diameter.

Will it be

OD/ID or Nominal Diameter

I have had another look at that figure, the code does not say. My opinion would be that the diameter to which that figure refers is the outside diameter. The dimension is give as a minimum value, so taking the outside diameter as the clearance would be conservative.
