Why do you need load case 10? What are you trying to achieve with case 10? I think that might be your problem.
Also for your sustained load case you should just use design pressure (therefore only one sustained case, not two as above) and combine one sus case with the operating cases to get the exp cases. The load cases above are incorrect for sus, L9 should be L5-L7.
Use your normal operating cases for restraint loads, ie: L4 and L5. You should also check your loads in the sustained and hydro cases.
