This section does not exist in the API650 10th edition.

Section 3.12 was added to API-650 10th Edition in "Addendum 3". If you don't have this, you should contact your supplier and get your Code updated.

At the moment, which section of API650 2007 is governing?
5.11.3 or 5.12.2 ?
It seems to me that 5.11.3 should not be considered anymore, but I'm not sure.

There are various Sections in the Code that may indicate you need anchor bolts (5.11, App E, App F). If any of these Sections requires bolts, then Section 5.12 is invoked.
