Why should follow the internal design temperature and external design temperature same in PV Elite?.

That is a default setting in PV Elite. You can tell PV Elite to use use the temperature you set for the external pressure. Click on the 'Load Cases' tab, and look for a field that says: 'Vary Compressive Allowable for the the Internal/External Cases'. If you check that box, PV Elite will no longer use the internal pressure temperature for the external pressure calculation.
