Is bumper support is a limit stop. Please clarify. From my point of view it is a limit stop. One of my senior argued that the bumper support is something like spring support.

Yes this is a "limit stop" AND also a vertical support. If the pipe is free to move up off of this support, then this is also a "+Y" (assuming Y is vertical). If the pipe can't move up off of this support then it is also a "Y".
