PV Elite should consider the local shell thickness (specified on the nozzle dialog), in the WRC 1-07 calculations.
But, make sure that local shell thickness covers the region of high stress around the opening. This is a recommendation from WRC-368 which can be considered as rule of thumb to give conservative solution,
If the width of shell reinforcement (pad plate or insert plate) is at least as wide as greater of 1.65*Sqrt(R*T) and d/2, then it should be considered in the WRC analysis.
where R and T are mean radius and thickness of the parent shell/head.
d is nozzle mean diameter
