HI!!!
When I choose any materials (API 5L for example)and B31.3 Code, the program doesn't show the Yeld stress (Sy). It would be used to define the hydrostatic test ratio... Someone knows what happened?

The Sy values aren't in the database.

Yes, that is what the "Material Database Editor" is for. You can find this under the "\Tools" menu.
