The short answer is "no". It would be useful for you to read the notes that are included in the Appendices as they explain the limits. In any event, if the design Code is a B31 Code you have to "play by the rules" if you are to assure Code compliance.
One thing I think you will want to do for sure is to give B31.3, Appendix V, (Allowable Variations in Elevated Temperature Service) a good reading. Keep in mind that the appendix is addessing VARIATIONS - NOT an operating case.
I am sue there will be more comment from my compeers and after some thought even I (who usually supplies short, concise and to the point opinions) will likely write more.
