In my view the skid should be considered as a complete independent unit. Providing anchor at the boundary is better. For transportation also support at the end of the piping needed. Limit stop with rest which do not allow inward pipe movement also can be considered if the external piping also is designed by the same party. In that case, anchor or any other type of support can be avoided or decided as usual with normal piping. If the skid alone is to be fabricated, then we need to anchor the pipe or provide the allowable force, moment, movement etc to the external piping party. Anchor if possible is the best option which allows the external piping designer to start his work without difficulty.
